I would encourage you to reach out to Rise Women’s Legal Centre in Vancouver: https://womenslegalcentre.ca/. While they may not be able to take on a Victoria case, they should be able to direct you to a feminist lawyer in your community. I wish you and the young woman you are assisting all the best.
